ukagaka is a type of software which provides mascot characters to entertain the user. you can read about the specifics of it on the english wikipedia page!
i found two ukagaka softwares available to downlod: ssp for windows and niseringo for mac osx. there are more in the guide below.
this guide is helpful for learning how to install ukagaka characters, known specifically as ghosts. 99% of the english ukagaka documentation is for undertale fanstuffs, but it shouldn’t be difficult to download older japanese ‘ghosts’.
nini-tan and sakura are both names in use for Sakura, who is a massively popular ghost. here’s a download for her, but i haven’t used it myself. ^__^
